Even if you specialize at transporting chemicals or hazardous materials, you can find yourself losing sleep worrying about how much risk is too much. Recent recommendations to lift the ban of hazardous material across the Ambassador Bridge connecting Detroit (USA) to Windsor (Canada) still don’t make things easier. There are Hours of Service rules to contend with, rules that differ between the two countries (which if not followed carefully could wind you up with fines).

New HOS Rules Mean “Comply by July”

Federally regulated rules and driver monitoring raise the specter of Big Brother with anyone considering a monitoring solution, but while some blatantly flout the law and force their drivers to work long hours, others lose sleep at night worrying about the safety of their drivers and operations.

Changes in HOS rules are rarely popular. The National Private Truck Council is currently running a survey and posing the question, “With the new Hours of Service rules effective due to take place July 1, 2013, what is your fleet’s estimated loss of productivity?”, but with the increase in accidents attributed to fatigued drivers, it’s no wonder that the US DoT continues to update its regulations. Safety trumps all.

At Webtech Wireless, we anticipate changes to HOS rules and provide regular software and hardware updates well in advance of change deadlines to ensure our customers never experience downtime and business interruption.

We Were Ready Then

Last December, we released an update of our MDT 3100 In-Cab solution to offer HOS Oil Well Waiting capability for fleets in the Oil and Gas sector. With Oil Well Waiting, drivers could track time waiting at a well site without it counting against their HOS time limit. This capability ensured fleets could remain competitive while complying with FMCSA HOS regulations. At the time, our Quadrant VP of Products and Services, Ernie Chatham said “This feature is designed with drivers in mind. It’s easy to use and the interface and workflow are simple, allowing for quick training, simple implementation, and immediate cost savings.”

We’re Ready Now

We’ve started letting affected customers know about the new changes to HOS rules for fleets operating in the US, so if you haven’t heard from us directly, you soon will. Here’s an overview from the US Department of Transportation.

30-Minute Mandatory Break – Starting in July, drivers of a CMV operating in the US cannot drive if more than eight hours have passed since the driver’s last off-duty or sleeper break of 30 minutes or more.  When a driver reaches the eighth hour into the work shift, before continuing the driver must take a 30-minute break.

Restart Rules – A 34-hour restart is a “valid” restart only if the driver ensures that the period includes two back-to-back nighttime rest periods from 1:00 a.m. to 5:00 a.m. The restart rules restrict how often a restart can be used. If a driver restarts more often than what’s allowed by US rules, the driver must indicate on the log which restart will be the one that’s being used as the valid restart.

On June 14, 2012, Webtech Wireless celebrated its win of the Adoption of Technology award at the 2012 Technology Impact Awards (TIAs). The British Columbia Technology Industry Association (BCTIA) hosted the awards night held at the Vancouver Trade and Convention Centre. BCTIA President and CEO, Bill Tam said, “The Adoption of Technology award recognizes a company whose technology has proven to make a positive difference for customers”.

By definition, this award is collaborative and we were thrilled to share the stage with our client, Troyer Ventures, and technology partner, TMW Systems. Webtech Wireless President and CEO, Scott Edmonds, Troyer Ventures’ owner, Steve Troyer, and TMW Director of Development, Chris Maddocks jointly accepted the award. We were chosen over many applicants by a panel of eight judges representing technology, innovation, and business for our Quadrant implementation to Troyer Ventures, a service provider based in northeastern British Columbia, and in partnership with TMW Systems.

Pro-EOBR Campaign Gaining Ground

Pro-EOBR Campaign Gaining GroundOn May 2, 2012, The Canadian Trucking Alliance (CTA) said that its campaign to provide carriers, drivers, owner-operators with an easy way to send pro-EOBR messages to federal MPs is gaining ground. According to the CTA, “To date, several hundred carrier companies and individual drivers have sent about 1,500 messages directly to MPs from across Canada.”

The web forums are crackling with debate both for and against electronic on-board recorders (EOBRs). Many comments cannot be reprinted here, but some point to a rich fabric of support for EOBRs—from fleets owners to independent drivers. Ultimately, EOBRs support accountable drivers.

“Bring on the EOBRs. Drivers need a wakeup call as to the hours they’re putting in and not getting paid.”

If you’d like to weigh in for EOBR support, here’s what you can do:

1. Look up your Member of Parliament (for Canadians only).

2. Choose from the following links:

4. Alternatively, by typing a four-digit text code, drivers can send a message to their MPs from a cell phone. Simply text the letters eobr to the number 77777.

Federal Transport Minister, Denis Lebel, said EOBRs can “improve Hours of Service regulatory compliance by reducing the opportunity for commercial drivers to exceed regulated driving hours or falsify logbooks”. Lebel added that “a technically flexible, performance-based EOBR standard, combined with a suitable phase-in period would hopefully allow sufficient time for suppliers to offer cost-effective options meeting the needs of carriers and drivers”.

CTA president, David Bradley, agrees with this statement adding, “While we understand that there is a minority in the industry who may oppose an EOBR mandate, it’s important that decision makers hear from those who have experience with EOBRs in enhancing compliance and making highways safer.”

Transport Canada supports the development of an EOBR standard that leverages the work done in the United States. It is in favour of a harmonized North American standard that Transport Canada states, “Ultimately, a harmonized North American standard would be ideal in consideration of the importance of domestic and cross-border trade.”

Meanwhile in the United States, the American Truckers’ Association (ATA) and the Owner Operator Independent Drivers Association (OOIDA) are squaring off about mandated HOS solutions. The ATA maintains that EOBRs make roads safer and drivers more accountable, while the OOIDA counters that it poses an infringement of drivers’ rights and is prohibitively expensive for smaller independent trucking companies.

Ville de Québec Top Finalist for Intelligent Community Award

Ville de QuébecWe are thrilled to report that Ville de Québec (Quebec City) is among seven finalists for the municipally coveted 2012 Intelligent Community award.

Since 2001, Ville de Québec has been actively developing its broadband infrastructure and, in 2009 as part of its commitment to bettering itself as an intelligent community, implemented our InterFleet solution to its winter fleet operations.

Each year, the Intelligent Community Forum presents this award to intelligent communities that “have come to understand the enormous challenges of the broadband economy, and have taken conscious steps to create an economy capable of prospering in it”.  The awards program has two goals: to salute the accomplishments of communities in developing inclusive prosperity on a foundation of information and communications technology, and to gather data for ICF’s research programs.

As part of Ville de Québec’s commitment to promoting web-based solutions, the city launched an interactive Web map to provide high-quality cartographic and zoning data. Among other capabilities, the map displays real-time locations of the city’s snow plows. “Through smarter deployment of plows, the city has been able to reduce the number of vehicles and operating expenses per vehicle while providing better results.”

In 2009, Ville de Québec chose Webtech Wireless’ InterFleet solution for their snow plows and winter fleet operational information, because it offered real-time information (five-second reporting and automatic map updates), support for multiple spreader controllers, and great road salt management capabilities.

Quadrant Manager goes Mobile

Our “Win an iPad from Webtech Wireless” promotion at the four trade shows we’re attending this spring is proving very popular, while serving the purpose as an avenue for launching our mobile version of Quadrant Manager.

The Quadrant Manager Mobile for the iPhone and iPad is really a new way of viewing Quadrant Manager, this time on an iOS interface. It gives fleet managers the same ability to view strategic real-time information about their fleet, but without needing to log into a desktop computer (such as what they’d find in a Dispatch office). This iPhone and iPad capability is enabled automatically for users who already access Quadrant Manager from their office.

To clear up any confusion that this is another offering of our Quadrant In-Cab MDT device, it is not. That solution—providing CSA and HOS capabilities to drivers—is indeed mobile, but does not offer the enterprise level insight into fleet operations as does Quadrant Manager.

Hawaii Electric Light Company (HELCO) renews its service contract

Citing safety and savings as its primary reasons, Hawaii Electric Light Company (HELCO) has decided to renew its Quadrant Enterprise service contact for an additional two years.

HELCO-SavingsWithin the first two years of deploying the Quadrant solution (2008-2009), HELCO realized a fuel savings of over 22,000 gallons (US). In 2010, HELCO saved an additional 18,000 gallons. Kelvin Kohatsu, HELCO Fleet Administrator, credits the impressive reduction and subsequent cost savings for their decision to renew the contract and attributes lower fuel costs to a combination of “GPS technology, driver training (operator knowledge), more fuel efficient vehicles, and improved dispatch management.”

HELCO, a subsidiary of HECO currently has Quadrant Locators in approximately 220 of its 240 vehicles and as part of the renewed service contract, will implement Job Management, using Garmin® in-vehicle navigation devices, which integrate fully with the Quadrant system. With the ability to enhance communication with drivers even more, it is expected that HELCO can expect even more dramatic savings over the next two years.

Leading scientists’ warnings that a massive solar storm, which could adversely affect satellite communications worldwide, has had no affect on Iridium satellites.

In an email to partners, Iridium CEO, Matt Desch, said “Low-Earth orbiting (LEO) satellite systems, such as ours, are actually less susceptible to solar storms than geosynchronous (GEO) satellite systems. Solar storms generate an increase of radiation that can cause issues for satellites and even some electrical systems on Earth.  However, due to our satellites’ robust design, along with our system fault detection and mitigation processes, we have little concern over these kinds of storms. This is because of the altitude at which our satellites fly as well our continued investment in our network.”

Iridium provides the global network coverage as well as best-in-class coverage in northern regions where we service energy, resource, and government customers”. This means their staff must always have coverage and be in constant connectivity.”

On February 15, 2011, scientists observed solar flares emitting billions of tons of charged particles that could trigger a $2 trillion global Katrina to communications satellites, electric power grids and GPS navigation systems. It was the largest solar storm in four years. Solar particles interact with Earth’s magnetosphere.
